2020-2021年度全國電力供需形勢分析預測報告

      2020年,面對新冠肺炎疫情巨大沖擊和復雜嚴峻的國內外環境,在以習近平同志為核心的黨中央堅強領導下,全國上下科學統籌疫情防控和經濟社會發展,扎實做好“六穩”工作、全面落實“六保”任務,經濟運行穩定恢復。電力行業堅決貫徹落實黨中央、國務院決策部署,積極推進電力企業疫情防控和復工復產,為社會疫情防控和復工復產、復商復市提供堅強電力保障;四季度電力消費實現較快增長,經濟社會發展對電力的消費需求已恢復常態。


  一、2020年全國電力供需情況


  (一)電力消費需求情況


  2020年,全社會(hui)用(yong)電量7.51萬億千瓦時,同比(bi)增長3.1%,“十三五”時期全社會(hui)用(yong)電量年均增長5.7%。2020年,各(ge)季(ji)度全社會(hui)用(yong)電量增速分別為(wei)-6.5%、3.9%、5.8%、8.1%,經濟(ji)運(yun)行穩(wen)步復(fu)蘇(su)是用(yong)電量增速回升的最主要原因。全社會(hui)用(yong)電量季(ji)度增速變化趨勢,反映出隨著疫情得到有(you)效控(kong)制(zhi)以(yi)及(ji)國家逆周期調控(kong)政策逐(zhu)步落地,復(fu)工復(fu)產(chan)、復(fu)商復(fu)市(shi)持續取得明顯成(cheng)效,國民經濟(ji)持續穩(wen)定恢(hui)復(fu)。


  一是第一產業用電量同比增長10.2%,連續三個季度增速超過10%。2020年,第(di)一產(chan)業用(yong)電(dian)(dian)量859億千瓦時,同比增長(chang)10.2%,各季度增速分別(bie)為(wei)4.0%、11.9%、11.6%和(he)12.0%。第(di)一產(chan)業用(yong)電(dian)(dian)量的快(kuai)速增長(chang)主(zhu)要是(shi)近年來國(guo)家加大農(nong)網改造升(sheng)級力(li)度,村(cun)(cun)村(cun)(cun)通動力(li)電(dian)(dian),鄉(xiang)村(cun)(cun)用(yong)電(dian)(dian)條件持續改善(shan),電(dian)(dian)力(li)逐步代替(ti)人(ren)力(li)和(he)畜力(li),電(dian)(dian)動機代替(ti)柴油機,以及持續深入推進(jin)脫貧攻堅戰,帶動鄉(xiang)村(cun)(cun)發展,促進(jin)第(di)一產(chan)業用(yong)電(dian)(dian)潛(qian)力(li)釋放。


  二是第二產業用電量同比增長2.5%,高技術及裝備制造業用電量增速連續兩個季度超過10%。2020年,第(di)二產(chan)業(ye)用電(dian)量(liang)(liang)5.12萬億千(qian)瓦(wa)時,同(tong)比增長2.5%,各季(ji)度(du)增速分別(bie)為(wei)(wei)-8.8%、3.3%、5.8%、7.6%,復工復產(chan)持續推進拉動各季(ji)度(du)增速持續回(hui)升。2020年,制(zhi)造(zao)業(ye)用電(dian)量(liang)(liang)增長2.9%,其中,高技(ji)術及裝備制(zhi)造(zao)業(ye)、四大高載能行業(ye)、其他(ta)制(zhi)造(zao)業(ye)行業(ye)、消費品制(zhi)造(zao)業(ye)用電(dian)量(liang)(liang)增速分別(bie)為(wei)(wei)4.0%、3.6%、3.3%、-1.8%。三、四季(ji)度(du),高技(ji)術及裝備制(zhi)造(zao)業(ye)用電(dian)量(liang)(liang)增速分別(bie)為(wei)(wei)10.8%、11.9%,是(shi)當前工業(ye)高質(zhi)量(liang)(liang)發展中展現(xian)出來的一大亮點。


  三是第三產業用電量同比增長1.9%,信息傳輸/軟件和信息技術服務業用電量持續高速增長。2020年(nian),第(di)三產業(ye)用(yong)電量(liang)1.21萬億千瓦時,同(tong)(tong)比(bi)(bi)增(zeng)(zeng)長(chang)(chang)1.9%,各(ge)季度增(zeng)(zeng)速分別為(wei)-8.3%、0.5%、5.9%、8.4%,隨著復商復市的持續(xu)推進,第(di)三產業(ye)用(yong)電量(liang)增(zeng)(zeng)速逐季上(shang)升。2020年(nian),信息傳輸/軟件和信息技術服務業(ye)用(yong)電量(liang)同(tong)(tong)比(bi)(bi)增(zeng)(zeng)長(chang)(chang)23.9%,得益于大(da)數據、云計(ji)算、物聯網等新技術快速推廣應用(yong),并促進在線辦公、生活服務平臺、文(wen)化娛(yu)樂、在線教育等線上(shang)產業(ye)的高速增(zeng)(zeng)長(chang)(chang)。


  四是城鄉居民生活用電量同比增長6.9%,四季度用電量快速增長。2020年,城(cheng)鄉居民生活(huo)用電(dian)量(liang)(liang)1.09萬億千瓦時(shi),同比(bi)增長(chang)6.9%,各季(ji)度(du)增速(su)分別為3.5%、10.6%、5.0%、10.0%,四季(ji)度(du)居民生活(huo)用電(dian)量(liang)(liang)再(zai)次實現快(kuai)速(su)增長(chang),主要是12月份(fen)低溫天氣(qi)因素拉動采(cai)暖(nuan)負荷及(ji)電(dian)量(liang)(liang)快(kuai)速(su)增長(chang)。


  五是西部地區用電增速領先,全國有27個省份用電量為正增長。2020年(nian),東(dong)(dong)、中、西部和東(dong)(dong)北地區(qu)全社會(hui)用(yong)電(dian)量增速(su)分別為2.1%、2.4%、5.6%、1.6%。全國共有27個省份用(yong)電(dian)量為正增長,其(qi)中,云(yun)南(nan)、四(si)川、甘肅、內蒙古、西藏、廣(guang)西、江(jiang)西、安徽等(deng)8個省份增速(su)超過5%。


  (二)電力生產供應情況


  截至(zhi)(zhi)2020年(nian)(nian)(nian)底,全國全口(kou)徑發(fa)電(dian)裝(zhuang)機(ji)(ji)容(rong)(rong)量(liang)(liang)(liang)22.0億(yi)千瓦(wa),同比增(zeng)(zeng)長(chang)9.5%;“十三五(wu)”時期,全國全口(kou)徑發(fa)電(dian)裝(zhuang)機(ji)(ji)容(rong)(rong)量(liang)(liang)(liang)年(nian)(nian)(nian)均(jun)(jun)增(zeng)(zeng)長(chang)7.6%,其中(zhong)非化石(shi)能(neng)(neng)源裝(zhuang)機(ji)(ji)年(nian)(nian)(nian)均(jun)(jun)增(zeng)(zeng)長(chang)13.1%,占(zhan)總裝(zhuang)機(ji)(ji)容(rong)(rong)量(liang)(liang)(liang)比重從(cong)2015年(nian)(nian)(nian)底的(de)34.8%上(shang)升至(zhi)(zhi)2020年(nian)(nian)(nian)底的(de)44.8%,提升10個(ge)百(bai)分(fen)(fen)(fen)點;煤電(dian)裝(zhuang)機(ji)(ji)容(rong)(rong)量(liang)(liang)(liang)年(nian)(nian)(nian)均(jun)(jun)增(zeng)(zeng)速為3.7%,占(zhan)總裝(zhuang)機(ji)(ji)容(rong)(rong)量(liang)(liang)(liang)比重從(cong)2015年(nian)(nian)(nian)底的(de)59.0%下降(jiang)至(zhi)(zhi)2020年(nian)(nian)(nian)底的(de)49.1%。2020年(nian)(nian)(nian),全國全口(kou)徑發(fa)電(dian)量(liang)(liang)(liang)為7.62萬億(yi)千瓦(wa)時,同比增(zeng)(zeng)長(chang)4.0%;“十三五(wu)”時期,全國全口(kou)徑發(fa)電(dian)量(liang)(liang)(liang)年(nian)(nian)(nian)均(jun)(jun)增(zeng)(zeng)長(chang)5.8%,其中(zhong)非化石(shi)能(neng)(neng)源發(fa)電(dian)量(liang)(liang)(liang)年(nian)(nian)(nian)均(jun)(jun)增(zeng)(zeng)長(chang)10.6%,占(zhan)總發(fa)電(dian)量(liang)(liang)(liang)比重從(cong)2015年(nian)(nian)(nian)的(de)27.2%上(shang)升至(zhi)(zhi)2020年(nian)(nian)(nian)的(de)33.9%,提升6.7個(ge)百(bai)分(fen)(fen)(fen)點;煤電(dian)發(fa)電(dian)量(liang)(liang)(liang)年(nian)(nian)(nian)均(jun)(jun)增(zeng)(zeng)速為3.5%,占(zhan)總發(fa)電(dian)量(liang)(liang)(liang)比重從(cong)2015年(nian)(nian)(nian)的(de)67.9%下降(jiang)至(zhi)(zhi)2020年(nian)(nian)(nian)的(de)60.8%,降(jiang)低7.1個(ge)百(bai)分(fen)(fen)(fen)點。


  一是電力投資同比增長9.6%,非化石能源投資快速增長。2020年,納(na)入行業投(tou)(tou)資(zi)(zi)(zi)統計體系的主要電(dian)力企(qi)業合(he)計完(wan)成(cheng)投(tou)(tou)資(zi)(zi)(zi)9944億(yi)元,同(tong)比(bi)增長9.6%。電(dian)源工程(cheng)建設(she)完(wan)成(cheng)投(tou)(tou)資(zi)(zi)(zi)5244億(yi)元,同(tong)比(bi)增長29.2%,其(qi)中風電(dian)、太陽能(neng)發(fa)電(dian)、水電(dian)投(tou)(tou)資(zi)(zi)(zi)分別增長70.6%、66.4%、19.0%;電(dian)網工程(cheng)建設(she)完(wan)成(cheng)投(tou)(tou)資(zi)(zi)(zi)4699億(yi)元,同(tong)比(bi)下(xia)降6.2%,主要因電(dian)網企(qi)業提前一(yi)年完(wan)成(cheng)國家新一(yi)輪農網改造升級任務,占電(dian)網投(tou)(tou)資(zi)(zi)(zi)比(bi)重達44.3%的35千(qian)伏及(ji)以下(xia)電(dian)網投(tou)(tou)資(zi)(zi)(zi)同(tong)比(bi)下(xia)降20.2%。


  二是煤電裝機容量占總裝機容量比重首次低于50%,新增并網風電裝機規模創歷史新高。2020年,全(quan)(quan)(quan)國(guo)(guo)新增(zeng)(zeng)發電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)(ji)容(rong)量(liang)19087萬(wan)(wan)千(qian)(qian)瓦(wa),同比增(zeng)(zeng)加8587萬(wan)(wan)千(qian)(qian)瓦(wa),其中新增(zeng)(zeng)并(bing)(bing)網(wang)風(feng)電(dian)(dian)(dian)(dian)、太(tai)陽能發電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)(ji)容(rong)量(liang)分別為7167萬(wan)(wan)千(qian)(qian)瓦(wa)和4820萬(wan)(wan)千(qian)(qian)瓦(wa),新增(zeng)(zeng)并(bing)(bing)網(wang)風(feng)電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)(ji)規模創歷史新高。截至2020年底,全(quan)(quan)(quan)國(guo)(guo)全(quan)(quan)(quan)口(kou)徑(jing)水電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)(ji)容(rong)量(liang)3.7億(yi)千(qian)(qian)瓦(wa)、火(huo)電(dian)(dian)(dian)(dian)12.5億(yi)千(qian)(qian)瓦(wa)、核電(dian)(dian)(dian)(dian)4989萬(wan)(wan)千(qian)(qian)瓦(wa)、并(bing)(bing)網(wang)風(feng)電(dian)(dian)(dian)(dian)2.8億(yi)千(qian)(qian)瓦(wa)、并(bing)(bing)網(wang)太(tai)陽能發電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)(ji)2.5億(yi)千(qian)(qian)瓦(wa)。全(quan)(quan)(quan)國(guo)(guo)全(quan)(quan)(quan)口(kou)徑(jing)非化(hua)石能源發電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)(ji)容(rong)量(liang)合計9.8億(yi)千(qian)(qian)瓦(wa),占全(quan)(quan)(quan)口(kou)徑(jing)發電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)(ji)容(rong)量(liang)的比重為44.8%,比上年底提高2.8個(ge)百分點。全(quan)(quan)(quan)口(kou)徑(jing)煤電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)機(ji)(ji)(ji)容(rong)量(liang)10.8億(yi)千(qian)(qian)瓦(wa),占總裝(zhuang)(zhuang)機(ji)(ji)(ji)容(rong)量(liang)的比重為49.1%,首次降(jiang)至50%以(yi)下。


  三是并網風電、太陽能發電量快速增長。2020年,全(quan)(quan)(quan)國(guo)(guo)(guo)全(quan)(quan)(quan)口(kou)徑(jing)發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)同(tong)(tong)比增(zeng)(zeng)(zeng)(zeng)長4.0%。其中,水電(dian)(dian)發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)為(wei)1.36萬億(yi)千(qian)瓦(wa)時,同(tong)(tong)比增(zeng)(zeng)(zeng)(zeng)長4.1%;火電(dian)(dian)發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)為(wei)5.17萬億(yi)千(qian)瓦(wa)時,同(tong)(tong)比增(zeng)(zeng)(zeng)(zeng)長2.5%;核電(dian)(dian)發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)3662億(yi)千(qian)瓦(wa)時,同(tong)(tong)比增(zeng)(zeng)(zeng)(zeng)長5.0%。并(bing)網風電(dian)(dian)和(he)并(bing)網太陽能發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)分(fen)別(bie)為(wei)4665、2611億(yi)千(qian)瓦(wa)時,同(tong)(tong)比分(fen)別(bie)增(zeng)(zeng)(zeng)(zeng)長15.1%和(he)16.6%。全(quan)(quan)(quan)國(guo)(guo)(guo)全(quan)(quan)(quan)口(kou)徑(jing)非化石能源發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)2.58萬億(yi)千(qian)瓦(wa)時,同(tong)(tong)比增(zeng)(zeng)(zeng)(zeng)長7.9%,占(zhan)全(quan)(quan)(quan)國(guo)(guo)(guo)全(quan)(quan)(quan)口(kou)徑(jing)發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)的比重(zhong)為(wei)33.9%,同(tong)(tong)比提高1.2個百分(fen)點。全(quan)(quan)(quan)國(guo)(guo)(guo)全(quan)(quan)(quan)口(kou)徑(jing)煤(mei)電(dian)(dian)發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)4.63萬億(yi)千(qian)瓦(wa)時,同(tong)(tong)比增(zeng)(zeng)(zeng)(zeng)長1.7%,占(zhan)全(quan)(quan)(quan)國(guo)(guo)(guo)全(quan)(quan)(quan)口(kou)徑(jing)發(fa)(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)的比重(zhong)為(wei)60.8%,同(tong)(tong)比降低1.4個百分(fen)點。


  四是水電、核電設備利用小時同比提高。2020年(nian)(nian),全(quan)國發電(dian)設(she)備平均利用(yong)小(xiao)(xiao)時(shi)(shi)(shi)(shi)3758小(xiao)(xiao)時(shi)(shi)(shi)(shi),同(tong)(tong)比(bi)降(jiang)低(di)70小(xiao)(xiao)時(shi)(shi)(shi)(shi)。其(qi)中,水電(dian)設(she)備利用(yong)小(xiao)(xiao)時(shi)(shi)(shi)(shi)3827小(xiao)(xiao)時(shi)(shi)(shi)(shi),歷(li)年(nian)(nian)來首(shou)次(ci)突破3800小(xiao)(xiao)時(shi)(shi)(shi)(shi),同(tong)(tong)比(bi)提高130小(xiao)(xiao)時(shi)(shi)(shi)(shi);核電(dian)設(she)備利用(yong)小(xiao)(xiao)時(shi)(shi)(shi)(shi)7453小(xiao)(xiao)時(shi)(shi)(shi)(shi),同(tong)(tong)比(bi)提高59小(xiao)(xiao)時(shi)(shi)(shi)(shi);火電(dian)設(she)備利用(yong)小(xiao)(xiao)時(shi)(shi)(shi)(shi)4216小(xiao)(xiao)時(shi)(shi)(shi)(shi),同(tong)(tong)比(bi)降(jiang)低(di)92小(xiao)(xiao)時(shi)(shi)(shi)(shi),其(qi)中煤電(dian)4340小(xiao)(xiao)時(shi)(shi)(shi)(shi),同(tong)(tong)比(bi)降(jiang)低(di)89小(xiao)(xiao)時(shi)(shi)(shi)(shi);并網風電(dian)設(she)備利用(yong)小(xiao)(xiao)時(shi)(shi)(shi)(shi)為2073小(xiao)(xiao)時(shi)(shi)(shi)(shi),同(tong)(tong)比(bi)降(jiang)低(di)10小(xiao)(xiao)時(shi)(shi)(shi)(shi);太陽能(neng)發電(dian)設(she)備利用(yong)小(xiao)(xiao)時(shi)(shi)(shi)(shi)1281小(xiao)(xiao)時(shi)(shi)(shi)(shi),同(tong)(tong)比(bi)降(jiang)低(di)10小(xiao)(xiao)時(shi)(shi)(shi)(shi)。


  五是跨區送電量同比增長13.4%。2020年,全(quan)國完成跨(kua)區送(song)電(dian)量6130億(yi)千瓦時,同(tong)比增(zeng)(zeng)長(chang)13.4%,各(ge)(ge)季度(du)增(zeng)(zeng)速分別為6.8%、11.7%、17.0%、15.3%。全(quan)國跨(kua)省送(song)電(dian)量15362億(yi)千瓦時,同(tong)比增(zeng)(zeng)長(chang)6.4%,各(ge)(ge)季度(du)增(zeng)(zeng)速分別為-5.2%、5.9%、9.9%、12.3%。


  六是市場交易電量同比增長11.7%,交易電量占全社會用電量比重同比提高。2020年,全國各電(dian)力交易(yi)(yi)中心累(lei)計組織完(wan)成(cheng)市場交易(yi)(yi)電(dian)量(liang)31663億(yi)千(qian)瓦時,同比(bi)(bi)(bi)增長(chang)11.7%;其中,全國電(dian)力市場中長(chang)期(qi)電(dian)力直接交易(yi)(yi)電(dian)量(liang)合(he)計為24760億(yi)千(qian)瓦時,同比(bi)(bi)(bi)增長(chang)13.7%,占(zhan)全社(she)會用電(dian)量(liang)比(bi)(bi)(bi)重(zhong)為32.9%,同比(bi)(bi)(bi)提(ti)高2.8個百分點。


  七是四季度電煤供應偏緊,電煤市場價格持續攀升。受經濟回暖及低溫寒流影(ying)響,四季度電煤(mei)需(xu)求大幅增加,電煤(mei)供應偏緊,推(tui)高電煤(mei)市場(chang)價(jia)格(ge)。根據中(zhong)國(guo)沿海(hai)(hai)電煤(mei)采購價(jia)格(ge)指(zhi)數(CECI沿海(hai)(hai)指(zhi)數)顯示,10月(yue)份市場(chang)電煤(mei)價(jia)格(ge)進(jin)入“紅色區間(jian)”后持續攀升。


  (三)全國電力供需情況


  2020年(nian),全國電(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)需總體平衡(heng),部分(fen)地(di)區(qu)(qu)有余,局部地(di)區(qu)(qu)用電(dian)(dian)(dian)高(gao)峰(feng)(feng)(feng)時(shi)(shi)段(duan)電(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)應(ying)(ying)偏緊(jin),疫情防控期間(jian)電(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)應(ying)(ying)充足可(ke)靠(kao),為(wei)社會(hui)疫情防控和(he)國民經濟(ji)發(fa)展提供(gong)(gong)(gong)堅強電(dian)(dian)(dian)力(li)(li)保(bao)障。分(fen)區(qu)(qu)域(yu)看(kan),東(dong)(dong)北、西(xi)北區(qu)(qu)域(yu)電(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)應(ying)(ying)能力(li)(li)富余,華北、華東(dong)(dong)、南(nan)方區(qu)(qu)域(yu)電(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)需總體平衡(heng),華中區(qu)(qu)域(yu)用電(dian)(dian)(dian)高(gao)峰(feng)(feng)(feng)時(shi)(shi)段(duan)電(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)應(ying)(ying)偏緊(jin)。分(fen)省份(fen)看(kan),迎峰(feng)(feng)(feng)度夏期間(jian),湖南(nan)、四川(chuan)等(deng)少(shao)數電(dian)(dian)(dian)網用電(dian)(dian)(dian)高(gao)峰(feng)(feng)(feng)時(shi)(shi)段(duan)采取(qu)(qu)了有序(xu)用電(dian)(dian)(dian)措施;迎峰(feng)(feng)(feng)度冬(dong)期間(jian),湖南(nan)、江西(xi)、廣西(xi)以及(ji)內蒙(meng)古西(xi)部電(dian)(dian)(dian)網等(deng)少(shao)數電(dian)(dian)(dian)網用電(dian)(dian)(dian)高(gao)峰(feng)(feng)(feng)時(shi)(shi)段(duan)電(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)應(ying)(ying)緊(jin)張,采取(qu)(qu)了有序(xu)用電(dian)(dian)(dian)措施。


  二、2021年全國電力供需形勢預測


  (一)2021年全社會用電量增長6%-7%


  2021年(nian),是我國(guo)實施“十四五”規劃(hua)開局之年(nian)、全(quan)面建(jian)設社(she)(she)會主義現(xian)代化國(guo)家(jia)新征程(cheng)開啟(qi)之年(nian)。在新的國(guo)內外環(huan)境形勢(shi)下,我國(guo)面臨的機遇與(yu)挑(tiao)戰并存,綜合考慮(lv)國(guo)內外經(jing)濟形勢(shi)、電(dian)能(neng)替代、上年(nian)低基數(shu)等因素,以(yi)及疫情和外部環(huan)境存在的不確定性,預計2021年(nian)全(quan)社(she)(she)會用電(dian)量增速前高后(hou)低,全(quan)年(nian)增長6%-7%。


  (二)非化石能源發電裝機比重繼續提高


  預計2021年全國基建(jian)新增發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)裝機(ji)容(rong)量1.8億(yi)千瓦左右(you),其中非化石能源(yuan)(yuan)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)裝機(ji)投產1.4億(yi)千瓦左右(you)。預計2021年底(di)全國發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)裝機(ji)容(rong)量23.7億(yi)千瓦,同比增長7.7%左右(you)。非化石能源(yuan)(yuan)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)裝機(ji)容(rong)量達到(dao)11.2億(yi)千瓦左右(you),占(zhan)總裝機(ji)容(rong)量比重(zhong)(zhong)上升至47.3%,比2020年底(di)提高(gao)2.5個百(bai)分點左右(you)。風電(dian)(dian)(dian)和太陽能發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)裝機(ji)比重(zhong)(zhong)比2020年底(di)提高(gao)3個百(bai)分點左右(you),對電(dian)(dian)(dian)力系(xi)統靈活性調(diao)節能力的(de)需求進一步增加。


  (三)全國電力供需總體平衡,局部地區電力供應偏緊


  預計2021年全國電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)需總體(ti)平(ping)衡、局部地區高峰時(shi)段(duan)電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)應(ying)(ying)(ying)偏緊甚(shen)至緊張。分區域看,東北(bei)(bei)、西北(bei)(bei)電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)應(ying)(ying)(ying)存(cun)在(zai)(zai)富(fu)余;華(hua)東電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)需平(ping)衡;華(hua)北(bei)(bei)電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)應(ying)(ying)(ying)偏緊,其中(zhong),河北(bei)(bei)和山東電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)應(ying)(ying)(ying)偏緊,通過跨省區電(dian)(dian)(dian)力(li)(li)(li)(li)支(zhi)援(yuan),可(ke)(ke)基本(ben)保障電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)應(ying)(ying)(ying),內蒙古西部電(dian)(dian)(dian)網電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)應(ying)(ying)(ying)偏緊,在(zai)(zai)風電(dian)(dian)(dian)出力(li)(li)(li)(li)銳減時(shi),多個月份將可(ke)(ke)能需要采取有(you)序用電(dian)(dian)(dian)措施;華(hua)中(zhong)電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)需緊張,主(zhu)要是湖南(nan)用電(dian)(dian)(dian)高峰時(shi)段(duan)電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)應(ying)(ying)(ying)緊張,極(ji)端氣候情況下(xia)湖北(bei)(bei)、江西可(ke)(ke)能出現一定電(dian)(dian)(dian)力(li)(li)(li)(li)缺口;南(nan)方區域電(dian)(dian)(dian)力(li)(li)(li)(li)供(gong)(gong)需緊張,其中(zhong),廣東、云(yun)南(nan)、廣西均存(cun)在(zai)(zai)較大錯(cuo)峰限電(dian)(dian)(dian)風險。 


  三、有關建議


  當前(qian)(qian),在(zai)(zai)國(guo)(guo)家加快構(gou)建(jian)以(yi)國(guo)(guo)內大循(xun)(xun)環為主體(ti)、國(guo)(guo)內國(guo)(guo)際雙循(xun)(xun)環相互(hu)促進的新發(fa)展(zhan)(zhan)格局(ju)背景下,在(zai)(zai)“中(zhong)國(guo)(guo)二氧化碳排放力(li)(li)爭2030年前(qian)(qian)達到峰值,努力(li)(li)爭取2060年前(qian)(qian)實現碳中(zhong)和”的目標(biao)要(yao)(yao)求(qiu)下,一方面,電力(li)(li)行業要(yao)(yao)保(bao)障電力(li)(li)安全可(ke)靠供應(ying),以(yi)滿足國(guo)(guo)民經濟發(fa)展(zhan)(zhan)目標(biao)以(yi)及人民生活用電需求(qiu);另一方面,電力(li)(li)行業需加快清潔低碳供應(ying)結構(gou)轉型(xing)進程,實現碳減排目標(biao)。結合當前(qian)(qian)電力(li)(li)供需形勢和行業發(fa)展(zhan)(zhan)趨(qu)勢,提出如下建(jian)議: 


  (一)保障電力供需平衡和安全穩定運行


  2020年入冬以來(lai),受宏(hong)觀經(jing)濟(ji)持續回暖(nuan)以及低溫寒潮天氣(qi)等(deng)多(duo)重因(yin)素疊加(jia)影響(xiang),電(dian)力(li)(li)(li)消費(fei)需求快速(su)增長,部分省份在用電(dian)高(gao)峰時(shi)段(duan)電(dian)力(li)(li)(li)供應(ying)緊張(zhang),出現有序用電(dian)現象。為保障電(dian)力(li)(li)(li)安全可靠(kao)供應(ying),就電(dian)力(li)(li)(li)燃料供應(ying)、電(dian)網結構、需求響(xiang)應(ying)等(deng)方面提出以下建(jian)議:


  一是保障電力燃料供應。切實落實國(guo)家(jia)關(guan)于(yu)(yu)煤(mei)炭的保供(gong)穩價(jia)措施。增(zeng)(zeng)加(jia)(jia)國(guo)內煤(mei)炭供(gong)應(ying),對(dui)于(yu)(yu)安全條件好且(qie)具備生產(chan)(chan)能(neng)力的煤(mei)礦,在保供(gong)的關(guan)鍵(jian)時期按照最大產(chan)(chan)能(neng)安排生產(chan)(chan)計劃。繼續加(jia)(jia)大先進產(chan)(chan)能(neng)的釋放(fang)力度,進一(yi)步(bu)增(zeng)(zeng)加(jia)(jia)國(guo)內煤(mei)炭產(chan)(chan)能(neng)儲備,以(yi)應(ying)對(dui)經(jing)濟持續復蘇以(yi)及(ji)季節性氣候變化等(deng)對(dui)煤(mei)炭消費需求的增(zeng)(zeng)加(jia)(jia)。進一(yi)步(bu)增(zeng)(zeng)加(jia)(jia)進口煤(mei)配(pei)額指標,允(yun)許異(yi)地報關(guan),加(jia)(jia)速通關(guan)放(fang)行(xing)(xing),快(kuai)速有效補充國(guo)內供(gong)應(ying),釋放(fang)有利于(yu)(yu)市場(chang)穩定(ding)的信號。加(jia)(jia)大電煤(mei)中長期合同履(lv)約(yue)執行(xing)(xing)監管(guan)力度,對(dui)于(yu)(yu)故意不履(lv)行(xing)(xing)或少履(lv)行(xing)(xing)電煤(mei)中長期合同等(deng)行(xing)(xing)為(wei)要按照有關(guan)規定(ding)嚴肅查處。


  二是進一步優化電網運行方式,強化電網風險預控。密(mi)切跟蹤經濟走(zou)勢、電(dian)力(li)需求、天氣變化(hua)(hua)合理安排電(dian)網運(yun)行(xing)方式(shi),加強(qiang)電(dian)網運(yun)行(xing)方式(shi)和電(dian)力(li)電(dian)量平(ping)衡協(xie)調。推動建(jian)立跨省跨區備用輔助服務市場(chang),強(qiang)化(hua)(hua)跨省跨區交易組織保(bao)障,充分應用跨區跨省輸電(dian)通道(dao)能(neng)力(li)。對各(ge)種情形下電(dian)網供電(dian)能(neng)力(li)進行(xing)風險評估,并根據(ju)結果制定合理的解(jie)決措(cuo)施(shi)。


  三是加快構建大規模源網荷儲友好互動系統。加(jia)強(qiang)(qiang)源網(wang)荷儲協同(tong)互(hu)動,對電(dian)(dian)力柔性(xing)負荷進行策(ce)略引導和集中控制,充分利(li)用(yong)用(yong)戶側資源,化解短時電(dian)(dian)力供需矛盾。通過(guo)源網(wang)荷儲協同(tong)互(hu)動的整體解決方案,增強(qiang)(qiang)電(dian)(dian)網(wang)柔性(xing)調節能(neng)力,并基于(yu)柔性(xing)輸電(dian)(dian)技術加(jia)強(qiang)(qiang)電(dian)(dian)網(wang)彈性(xing),提(ti)升對特大自然災(zai)害、事故災(zai)難等極(ji)端情(qing)況的承受和恢復能(neng)力。


  (二)推進能源電力供應結構低碳轉型


  “十四五”是國家構建(jian)新(xin)發展(zhan)格(ge)局和能(neng)源電(dian)力結(jie)構轉(zhuan)型的關鍵期,為保(bao)障(zhang)實(shi)現國家碳(tan)排放目(mu)標,促進電(dian)力行業低碳(tan)轉(zhuan)型,就規劃制定(ding)、電(dian)源發展(zhan)、用(yong)能(neng)終(zhong)端等方面(mian)提出以下建(jian)議:


  一是堅持系統觀念,統籌規劃電力行業各環節有序發展。統籌考慮各類電(dian)源(yuan)(yuan)中(zhong)長期規劃(hua)、網(wang)源(yuan)(yuan)規劃(hua)以(yi)及電(dian)力行業內部產業鏈(lian)條的(de)緊(jin)密(mi)接續,將國家(jia)清(qing)潔能源(yuan)(yuan)戰略更好(hao)融(rong)入電(dian)力規劃(hua)頂層設計,推(tui)動電(dian)力規劃(hua)從供應側、輸電(dian)網(wang)向(xiang)配網(wang)側、用(yong)戶端(duan)延伸。在用(yong)戶側和配電(dian)網(wang)緊(jin)密(mi)耦(ou)合的(de)趨勢下,以(yi)客戶需求為導向(xiang),通過開展配電(dian)網(wang)差異化(hua)規劃(hua)來滿足(zu)終端(duan)用(yong)能需求。 


  二是推動煤電發電量盡早達峰。統(tong)(tong)籌有(you)序推進煤(mei)(mei)電(dian)(dian)規劃實施(shi),有(you)力(li)(li)發揮電(dian)(dian)力(li)(li)系(xi)統(tong)(tong)煤(mei)(mei)電(dian)(dian)保底的支撐作用。根據區域煤(mei)(mei)電(dian)(dian)機組(zu)的特點(dian)以(yi)及在系(xi)統(tong)(tong)調(diao)節中的作用和地(di)位,推進機組(zu)靈活性(xing)改造,加(jia)快煤(mei)(mei)電(dian)(dian)向電(dian)(dian)量和電(dian)(dian)力(li)(li)調(diao)節型電(dian)(dian)源轉換。開(kai)展煤(mei)(mei)電(dian)(dian)機組(zu)延壽、相關配套政策的系(xi)統(tong)(tong)研(yan)究。


  三是保障高比例新能源消納。因地(di)(di)制宜發展新能(neng)(neng)源(yuan)(yuan)(yuan),綜(zong)(zong)合(he)(he)各地(di)(di)資(zi)源(yuan)(yuan)(yuan)條件、電(dian)(dian)網(wang)條件、負荷(he)水平等因素優化(hua)可再生能(neng)(neng)源(yuan)(yuan)(yuan)項目開(kai)發時(shi)(shi)序,堅持集(ji)中式(shi)和分布(bu)式(shi)并舉(ju)開(kai)發新能(neng)(neng)源(yuan)(yuan)(yuan)。持續優化(hua)新能(neng)(neng)源(yuan)(yuan)(yuan)發展布(bu)局,風(feng)電(dian)(dian)和光(guang)伏發電(dian)(dian)進(jin)一步向中東部地(di)(di)區(qu)(qu)和南方(fang)地(di)(di)區(qu)(qu)優化(hua)布(bu)局,在東部地(di)(di)區(qu)(qu)建立多(duo)能(neng)(neng)互補能(neng)(neng)源(yuan)(yuan)(yuan)體(ti)系(xi),在西部北部地(di)(di)區(qu)(qu)加大(da)風(feng)能(neng)(neng)、太陽能(neng)(neng)資(zi)源(yuan)(yuan)(yuan)規模化(hua)、集(ji)約化(hua)開(kai)發力(li)(li)度(du)。提高新能(neng)(neng)源(yuan)(yuan)(yuan)在電(dian)(dian)網(wang)的(de)滲透率,對(dui)于新能(neng)(neng)源(yuan)(yuan)(yuan)消納困難的(de)地(di)(di)區(qu)(qu),可考慮部分60萬(wan)千瓦亞臨界煤電(dian)(dian)機(ji)組進(jin)行靈活性改(gai)造參與深度(du)調峰。加快跨省跨區(qu)(qu)電(dian)(dian)力(li)(li)通道的(de)建設,有(you)效發揮(hui)大(da)電(dian)(dian)網(wang)綜(zong)(zong)合(he)(he)平衡能(neng)(neng)力(li)(li),促(cu)進(jin)新能(neng)(neng)源(yuan)(yuan)(yuan)發電(dian)(dian)消納。拉大(da)峰谷(gu)分時(shi)(shi)電(dian)(dian)價(jia)差,調動各類(lei)負荷(he)側(ce)資(zi)源(yuan)(yuan)(yuan)參與系(xi)統(tong)調節(jie),促(cu)進(jin)需求側(ce)主動響應新能(neng)(neng)源(yuan)(yuan)(yuan)出力(li)(li)變化(hua)。


  (三)建立健全市場機制和政策體系保障電力低碳轉型


  “十四五”期間,新能源消納、煤電(dian)(dian)轉型都(dou)將面臨更多挑戰,為保障我國電(dian)(dian)力加速(su)低碳(tan)轉型,就電(dian)(dian)價形成機制(zhi)、中長(chang)期市場(chang)、現貨市場(chang)、碳(tan)市場(chang)等(deng)市場(chang)長(chang)效(xiao)機制(zhi)方(fang)面提(ti)出(chu)以下建(jian)議:


  一是理順市場環境下電價形成機制。以第二(er)輪輸配電(dian)價(jia)(jia)核定為契機,理順市場電(dian)價(jia)(jia)形成機制(zhi),將(jiang)“價(jia)(jia)差”模式過渡到(dao)“順價(jia)(jia)”模式。總結市場電(dian)價(jia)(jia)結算經驗,研究相關措施(shi)擴大市場峰(feng)谷價(jia)(jia)差,引入容(rong)量補償(chang)機制(zhi),促(cu)進不(bu)同(tong)類(lei)型機組進入市場,使價(jia)(jia)格機制(zhi)滿足現貨市場要求。


  二是加強中長期市場和現貨市場的協調。合理確定中長期(qi)合同在(zai)現貨市場(chang)的交割方(fang)式(shi)及(ji)中長期(qi)交易(yi)曲線,促進(jin)中長期(qi)市場(chang)和(he)現貨市場(chang)有(you)效銜接(jie)。盡快完善外來(lai)電、優先發購電權(quan)參與市場(chang)交易(yi)規則,明晰(xi)不平衡資(zi)金定義、分類(lei)以及(ji)疏導原則。進(jin)一步完善現貨市場(chang),豐(feng)富交易(yi)品種,特(te)別是靈(ling)活性資(zi)源(yuan)和(he)備用資(zi)源(yuan)交易(yi)品種。建立容量市場(chang)或容量成本(ben)補償機制,保障(zhang)發電企業(ye)合理利益。


  三是加快和完善碳市場建設。根據碳(tan)達峰、碳(tan)中和(he)(he)要求,完善(shan)全(quan)國(guo)碳(tan)市場配(pei)額(e)(e)分配(pei)方案,科學測算(suan)全(quan)國(guo)碳(tan)市場發(fa)電(dian)行業配(pei)額(e)(e)總(zong)量和(he)(he)基(ji)準值(zhi),按(an)照煤電(dian)在(zai)電(dian)力系統中的(de)功能定位,以(yi)市場機(ji)(ji)制(zhi)更好發(fa)揮煤電(dian)的(de)兜底(di)保供和(he)(he)靈(ling)活性調節電(dian)源作用。完善(shan)交易(yi)機(ji)(ji)制(zhi)和(he)(he)規則,盡快發(fa)布中國(guo)核證(zheng)減排量(CCER)抵消(xiao)機(ji)(ji)制(zhi),推動發(fa)電(dian)企(qi)業從集團和(he)(he)企(qi)業層面積極(ji)參與碳(tan)交易(yi),實(shi)現低成本減排和(he)(he)技(ji)術(shu)創新。
