2020-2021年度全國電力供需形勢分析預測報告

      2020年,面對新冠肺炎疫情巨大沖擊和復雜嚴峻的國內外環境,在以習近平同志為核心的黨中央堅強領導下,全國上下科學統籌疫情防控和經濟社會發展,扎實做好“六穩”工作、全面落實“六保”任務,經濟運行穩定恢復。電力行業堅決貫徹落實黨中央、國務院決策部署,積極推進電力企業疫情防控和復工復產,為社會疫情防控和復工復產、復商復市提供堅強電力保障;四季度電力消費實現較快增長,經濟社會發展對電力的消費需求已恢復常態。


  一、2020年全國電力供需情況


  (一)電力消費需求情況


  2020年(nian),全(quan)社(she)會(hui)(hui)用電(dian)量(liang)7.51萬(wan)億千瓦時(shi),同比(bi)增長(chang)3.1%,“十三五”時(shi)期全(quan)社(she)會(hui)(hui)用電(dian)量(liang)年(nian)均增長(chang)5.7%。2020年(nian),各季度全(quan)社(she)會(hui)(hui)用電(dian)量(liang)增速分別為-6.5%、3.9%、5.8%、8.1%,經(jing)(jing)濟(ji)運行穩(wen)步復(fu)蘇是(shi)用電(dian)量(liang)增速回升的(de)最主要(yao)原因。全(quan)社(she)會(hui)(hui)用電(dian)量(liang)季度增速變化趨(qu)勢,反映出(chu)隨著疫情得(de)到有(you)效控制以及(ji)國家逆周期調控政策(ce)逐(zhu)步落地,復(fu)工(gong)復(fu)產、復(fu)商復(fu)市持續取得(de)明顯(xian)成效,國民(min)經(jing)(jing)濟(ji)持續穩(wen)定恢復(fu)。


  一是第一產業用電量同比增長10.2%,連續三個季度增速超過10%。2020年(nian),第一產業用電(dian)量859億(yi)千瓦時,同比增長(chang)10.2%,各季度增速(su)分別為4.0%、11.9%、11.6%和(he)12.0%。第一產業用電(dian)量的快速(su)增長(chang)主(zhu)要是近年(nian)來國(guo)家(jia)加大農網改造升級力(li)(li)(li)度,村村通動(dong)力(li)(li)(li)電(dian),鄉村用電(dian)條(tiao)件持續改善,電(dian)力(li)(li)(li)逐步代替人力(li)(li)(li)和(he)畜力(li)(li)(li),電(dian)動(dong)機代替柴(chai)油機,以及(ji)持續深入推進脫貧(pin)攻堅戰(zhan),帶動(dong)鄉村發展(zhan),促進第一產業用電(dian)潛力(li)(li)(li)釋放。


  二是第二產業用電量同比增長2.5%,高技術及裝備制造業用電量增速連續兩個季度超過10%。2020年,第(di)二(er)產業(ye)(ye)用電(dian)(dian)量5.12萬億(yi)千瓦時(shi),同(tong)比增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)2.5%,各(ge)(ge)季度增(zeng)(zeng)(zeng)(zeng)速分別(bie)為-8.8%、3.3%、5.8%、7.6%,復(fu)工復(fu)產持續推進(jin)拉(la)動各(ge)(ge)季度增(zeng)(zeng)(zeng)(zeng)速持續回升。2020年,制造(zao)(zao)業(ye)(ye)用電(dian)(dian)量增(zeng)(zeng)(zeng)(zeng)長(chang)(chang)2.9%,其(qi)中,高(gao)技術(shu)(shu)及裝備(bei)制造(zao)(zao)業(ye)(ye)、四大高(gao)載能行(xing)業(ye)(ye)、其(qi)他制造(zao)(zao)業(ye)(ye)行(xing)業(ye)(ye)、消(xiao)費品制造(zao)(zao)業(ye)(ye)用電(dian)(dian)量增(zeng)(zeng)(zeng)(zeng)速分別(bie)為4.0%、3.6%、3.3%、-1.8%。三、四季度,高(gao)技術(shu)(shu)及裝備(bei)制造(zao)(zao)業(ye)(ye)用電(dian)(dian)量增(zeng)(zeng)(zeng)(zeng)速分別(bie)為10.8%、11.9%,是當前工業(ye)(ye)高(gao)質量發展中展現出來(lai)的一(yi)大亮(liang)點(dian)。


  三是第三產業用電量同比增長1.9%,信息傳輸/軟件和信息技術服務業用電量持續高速增長。2020年(nian),第三(san)產(chan)業(ye)用(yong)(yong)電(dian)(dian)量1.21萬億千瓦時,同比增(zeng)長1.9%,各季(ji)度(du)增(zeng)速分別為-8.3%、0.5%、5.9%、8.4%,隨著復商復市的(de)(de)持(chi)續推(tui)進,第三(san)產(chan)業(ye)用(yong)(yong)電(dian)(dian)量增(zeng)速逐季(ji)上(shang)升(sheng)。2020年(nian),信息傳(chuan)輸(shu)/軟(ruan)件和信息技(ji)術服(fu)務業(ye)用(yong)(yong)電(dian)(dian)量同比增(zeng)長23.9%,得益于大(da)數據(ju)、云計算、物聯網等新(xin)技(ji)術快速推(tui)廣應用(yong)(yong),并促(cu)進在(zai)線(xian)(xian)辦(ban)公(gong)、生活服(fu)務平臺、文化娛樂(le)、在(zai)線(xian)(xian)教(jiao)育等線(xian)(xian)上(shang)產(chan)業(ye)的(de)(de)高速增(zeng)長。


  四是城鄉居民生活用電量同比增長6.9%,四季度用電量快速增長。2020年,城(cheng)鄉居(ju)民生活用(yong)電量(liang)1.09萬億千瓦時,同比增(zeng)長(chang)6.9%,各(ge)季(ji)度增(zeng)速(su)分別為3.5%、10.6%、5.0%、10.0%,四季(ji)度居(ju)民生活用(yong)電量(liang)再次實(shi)現(xian)快(kuai)速(su)增(zeng)長(chang),主要是(shi)12月份低溫(wen)天氣因素拉動采暖負(fu)荷(he)及電量(liang)快(kuai)速(su)增(zeng)長(chang)。


  五是西部地區用電增速領先,全國有27個省份用電量為正增長。2020年,東(dong)、中、西部(bu)和東(dong)北地區全社會用電量增速分別為2.1%、2.4%、5.6%、1.6%。全國(guo)共有27個省(sheng)(sheng)份(fen)用電量為正(zheng)增長,其中,云南、四川、甘肅、內蒙古、西藏、廣西、江(jiang)西、安徽等8個省(sheng)(sheng)份(fen)增速超過5%。


  (二)電力生產供應情況


  截(jie)至(zhi)(zhi)2020年(nian)(nian)底,全(quan)(quan)國全(quan)(quan)口(kou)徑(jing)發(fa)(fa)電(dian)(dian)(dian)裝(zhuang)機(ji)(ji)容量22.0億(yi)千瓦,同(tong)比(bi)(bi)增(zeng)(zeng)長(chang)(chang)9.5%;“十三五(wu)”時期,全(quan)(quan)國全(quan)(quan)口(kou)徑(jing)發(fa)(fa)電(dian)(dian)(dian)裝(zhuang)機(ji)(ji)容量年(nian)(nian)均(jun)(jun)增(zeng)(zeng)長(chang)(chang)7.6%,其(qi)中(zhong)非(fei)化石(shi)能源裝(zhuang)機(ji)(ji)年(nian)(nian)均(jun)(jun)增(zeng)(zeng)長(chang)(chang)13.1%,占(zhan)(zhan)總(zong)裝(zhuang)機(ji)(ji)容量比(bi)(bi)重從2015年(nian)(nian)底的34.8%上(shang)升至(zhi)(zhi)2020年(nian)(nian)底的44.8%,提升10個百(bai)分(fen)點;煤電(dian)(dian)(dian)裝(zhuang)機(ji)(ji)容量年(nian)(nian)均(jun)(jun)增(zeng)(zeng)速為(wei)3.7%,占(zhan)(zhan)總(zong)裝(zhuang)機(ji)(ji)容量比(bi)(bi)重從2015年(nian)(nian)底的59.0%下(xia)降至(zhi)(zhi)2020年(nian)(nian)底的49.1%。2020年(nian)(nian),全(quan)(quan)國全(quan)(quan)口(kou)徑(jing)發(fa)(fa)電(dian)(dian)(dian)量為(wei)7.62萬億(yi)千瓦時,同(tong)比(bi)(bi)增(zeng)(zeng)長(chang)(chang)4.0%;“十三五(wu)”時期,全(quan)(quan)國全(quan)(quan)口(kou)徑(jing)發(fa)(fa)電(dian)(dian)(dian)量年(nian)(nian)均(jun)(jun)增(zeng)(zeng)長(chang)(chang)5.8%,其(qi)中(zhong)非(fei)化石(shi)能源發(fa)(fa)電(dian)(dian)(dian)量年(nian)(nian)均(jun)(jun)增(zeng)(zeng)長(chang)(chang)10.6%,占(zhan)(zhan)總(zong)發(fa)(fa)電(dian)(dian)(dian)量比(bi)(bi)重從2015年(nian)(nian)的27.2%上(shang)升至(zhi)(zhi)2020年(nian)(nian)的33.9%,提升6.7個百(bai)分(fen)點;煤電(dian)(dian)(dian)發(fa)(fa)電(dian)(dian)(dian)量年(nian)(nian)均(jun)(jun)增(zeng)(zeng)速為(wei)3.5%,占(zhan)(zhan)總(zong)發(fa)(fa)電(dian)(dian)(dian)量比(bi)(bi)重從2015年(nian)(nian)的67.9%下(xia)降至(zhi)(zhi)2020年(nian)(nian)的60.8%,降低(di)7.1個百(bai)分(fen)點。


  一是電力投資同比增長9.6%,非化石能源投資快速增長。2020年(nian),納入行業投(tou)資(zi)統計(ji)體系的(de)主要(yao)電(dian)力(li)企業合(he)計(ji)完成(cheng)投(tou)資(zi)9944億元(yuan)(yuan),同(tong)比增長(chang)9.6%。電(dian)源工(gong)程建(jian)設完成(cheng)投(tou)資(zi)5244億元(yuan)(yuan),同(tong)比增長(chang)29.2%,其中風電(dian)、太陽(yang)能發(fa)電(dian)、水電(dian)投(tou)資(zi)分別(bie)增長(chang)70.6%、66.4%、19.0%;電(dian)網(wang)工(gong)程建(jian)設完成(cheng)投(tou)資(zi)4699億元(yuan)(yuan),同(tong)比下(xia)降(jiang)6.2%,主要(yao)因電(dian)網(wang)企業提前一(yi)年(nian)完成(cheng)國家新一(yi)輪(lun)農網(wang)改造升級任務,占(zhan)電(dian)網(wang)投(tou)資(zi)比重(zhong)達44.3%的(de)35千伏及以(yi)下(xia)電(dian)網(wang)投(tou)資(zi)同(tong)比下(xia)降(jiang)20.2%。


  二是煤電裝機容量占總裝機容量比重首次低于50%,新增并網風電裝機規模創歷史新高。2020年(nian)(nian),全(quan)(quan)國新增(zeng)發電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)(ji)容量(liang)(liang)(liang)19087萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa),同(tong)比(bi)增(zeng)加8587萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa),其中新增(zeng)并網風電(dian)(dian)(dian)(dian)、太陽(yang)能(neng)發電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)(ji)容量(liang)(liang)(liang)分別為7167萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)和4820萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa),新增(zeng)并網風電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)(ji)規模(mo)創歷史(shi)新高(gao)。截至2020年(nian)(nian)底,全(quan)(quan)國全(quan)(quan)口徑(jing)水電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)(ji)容量(liang)(liang)(liang)3.7億(yi)千(qian)(qian)(qian)(qian)瓦(wa)(wa)、火電(dian)(dian)(dian)(dian)12.5億(yi)千(qian)(qian)(qian)(qian)瓦(wa)(wa)、核電(dian)(dian)(dian)(dian)4989萬(wan)(wan)(wan)千(qian)(qian)(qian)(qian)瓦(wa)(wa)、并網風電(dian)(dian)(dian)(dian)2.8億(yi)千(qian)(qian)(qian)(qian)瓦(wa)(wa)、并網太陽(yang)能(neng)發電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)(ji)2.5億(yi)千(qian)(qian)(qian)(qian)瓦(wa)(wa)。全(quan)(quan)國全(quan)(quan)口徑(jing)非(fei)化(hua)石能(neng)源發電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)(ji)容量(liang)(liang)(liang)合計9.8億(yi)千(qian)(qian)(qian)(qian)瓦(wa)(wa),占(zhan)全(quan)(quan)口徑(jing)發電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)(ji)容量(liang)(liang)(liang)的比(bi)重(zhong)為44.8%,比(bi)上(shang)年(nian)(nian)底提高(gao)2.8個百分點。全(quan)(quan)口徑(jing)煤電(dian)(dian)(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)(ji)容量(liang)(liang)(liang)10.8億(yi)千(qian)(qian)(qian)(qian)瓦(wa)(wa),占(zhan)總裝(zhuang)(zhuang)(zhuang)機(ji)(ji)(ji)容量(liang)(liang)(liang)的比(bi)重(zhong)為49.1%,首次(ci)降至50%以(yi)下。


  三是并網風電、太陽能發電量快速增長。2020年(nian),全(quan)(quan)國(guo)(guo)全(quan)(quan)口(kou)(kou)徑(jing)發(fa)電(dian)(dian)量(liang)同(tong)比(bi)(bi)(bi)增(zeng)長(chang)4.0%。其中,水電(dian)(dian)發(fa)電(dian)(dian)量(liang)為(wei)(wei)1.36萬億千瓦(wa)時,同(tong)比(bi)(bi)(bi)增(zeng)長(chang)4.1%;火電(dian)(dian)發(fa)電(dian)(dian)量(liang)為(wei)(wei)5.17萬億千瓦(wa)時,同(tong)比(bi)(bi)(bi)增(zeng)長(chang)2.5%;核電(dian)(dian)發(fa)電(dian)(dian)量(liang)3662億千瓦(wa)時,同(tong)比(bi)(bi)(bi)增(zeng)長(chang)5.0%。并(bing)網風電(dian)(dian)和并(bing)網太陽能發(fa)電(dian)(dian)量(liang)分(fen)(fen)別為(wei)(wei)4665、2611億千瓦(wa)時,同(tong)比(bi)(bi)(bi)分(fen)(fen)別增(zeng)長(chang)15.1%和16.6%。全(quan)(quan)國(guo)(guo)全(quan)(quan)口(kou)(kou)徑(jing)非(fei)化石能源發(fa)電(dian)(dian)量(liang)2.58萬億千瓦(wa)時,同(tong)比(bi)(bi)(bi)增(zeng)長(chang)7.9%,占全(quan)(quan)國(guo)(guo)全(quan)(quan)口(kou)(kou)徑(jing)發(fa)電(dian)(dian)量(liang)的比(bi)(bi)(bi)重為(wei)(wei)33.9%,同(tong)比(bi)(bi)(bi)提(ti)高1.2個百分(fen)(fen)點。全(quan)(quan)國(guo)(guo)全(quan)(quan)口(kou)(kou)徑(jing)煤(mei)電(dian)(dian)發(fa)電(dian)(dian)量(liang)4.63萬億千瓦(wa)時,同(tong)比(bi)(bi)(bi)增(zeng)長(chang)1.7%,占全(quan)(quan)國(guo)(guo)全(quan)(quan)口(kou)(kou)徑(jing)發(fa)電(dian)(dian)量(liang)的比(bi)(bi)(bi)重為(wei)(wei)60.8%,同(tong)比(bi)(bi)(bi)降(jiang)低1.4個百分(fen)(fen)點。


  四是水電、核電設備利用小時同比提高。2020年,全國發電(dian)(dian)(dian)(dian)設(she)備平均利(li)用(yong)小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi)3758小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi),同比(bi)降(jiang)低70小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi)。其中,水電(dian)(dian)(dian)(dian)設(she)備利(li)用(yong)小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi)3827小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi),歷年來首次突破3800小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi),同比(bi)提高130小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi);核電(dian)(dian)(dian)(dian)設(she)備利(li)用(yong)小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi)7453小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi),同比(bi)提高59小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi);火電(dian)(dian)(dian)(dian)設(she)備利(li)用(yong)小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi)4216小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi),同比(bi)降(jiang)低92小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi),其中煤電(dian)(dian)(dian)(dian)4340小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi),同比(bi)降(jiang)低89小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi);并網風電(dian)(dian)(dian)(dian)設(she)備利(li)用(yong)小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi)為2073小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi),同比(bi)降(jiang)低10小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi);太陽能發電(dian)(dian)(dian)(dian)設(she)備利(li)用(yong)小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi)1281小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi),同比(bi)降(jiang)低10小(xiao)(xiao)(xiao)(xiao)(xiao)時(shi)(shi)(shi)(shi)。


  五是跨區送電量同比增長13.4%。2020年,全國(guo)完成跨區送(song)電(dian)(dian)量6130億千瓦時,同比(bi)增長13.4%,各季度(du)增速分別為(wei)6.8%、11.7%、17.0%、15.3%。全國(guo)跨省送(song)電(dian)(dian)量15362億千瓦時,同比(bi)增長6.4%,各季度(du)增速分別為(wei)-5.2%、5.9%、9.9%、12.3%。


  六是市場交易電量同比增長11.7%,交易電量占全社會用電量比重同比提高。2020年,全(quan)國各電(dian)(dian)力(li)交易中(zhong)心累計組織(zhi)完成市場交易電(dian)(dian)量(liang)31663億(yi)千瓦時,同比(bi)增(zeng)長11.7%;其中(zhong),全(quan)國電(dian)(dian)力(li)市場中(zhong)長期電(dian)(dian)力(li)直接交易電(dian)(dian)量(liang)合計為(wei)24760億(yi)千瓦時,同比(bi)增(zeng)長13.7%,占全(quan)社會用電(dian)(dian)量(liang)比(bi)重為(wei)32.9%,同比(bi)提(ti)高2.8個百分點(dian)。


  七是四季度電煤供應偏緊,電煤市場價格持續攀升。受(shou)經濟回暖及低溫寒(han)流影(ying)響,四季度電煤(mei)需(xu)求(qiu)大(da)幅(fu)增(zeng)加,電煤(mei)供應(ying)偏緊,推(tui)高電煤(mei)市場價(jia)格(ge)(ge)。根據中國沿海(hai)電煤(mei)采購價(jia)格(ge)(ge)指(zhi)數(shu)(CECI沿海(hai)指(zhi)數(shu))顯(xian)示,10月(yue)份(fen)市場電煤(mei)價(jia)格(ge)(ge)進入“紅(hong)色區間”后持續攀(pan)升。


  (三)全國電力供需情況


  2020年,全(quan)國(guo)電(dian)(dian)(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)(gong)需總體平衡,部分地區有余,局部地區用(yong)電(dian)(dian)(dian)(dian)(dian)高(gao)峰(feng)時段電(dian)(dian)(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)(gong)應(ying)(ying)偏緊(jin)(jin),疫情防(fang)控(kong)期(qi)間(jian)(jian)電(dian)(dian)(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)(gong)應(ying)(ying)充足可靠,為(wei)社會疫情防(fang)控(kong)和(he)國(guo)民經濟發展提供(gong)(gong)(gong)(gong)堅強電(dian)(dian)(dian)(dian)(dian)力(li)(li)保障。分區域(yu)看(kan),東北、西(xi)北區域(yu)電(dian)(dian)(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)(gong)應(ying)(ying)能力(li)(li)富余,華北、華東、南方區域(yu)電(dian)(dian)(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)(gong)需總體平衡,華中區域(yu)用(yong)電(dian)(dian)(dian)(dian)(dian)高(gao)峰(feng)時段電(dian)(dian)(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)(gong)應(ying)(ying)偏緊(jin)(jin)。分省份看(kan),迎(ying)峰(feng)度(du)夏期(qi)間(jian)(jian),湖南、四(si)川等少數電(dian)(dian)(dian)(dian)(dian)網用(yong)電(dian)(dian)(dian)(dian)(dian)高(gao)峰(feng)時段采取了有序用(yong)電(dian)(dian)(dian)(dian)(dian)措施;迎(ying)峰(feng)度(du)冬期(qi)間(jian)(jian),湖南、江西(xi)、廣西(xi)以(yi)及內蒙古西(xi)部電(dian)(dian)(dian)(dian)(dian)網等少數電(dian)(dian)(dian)(dian)(dian)網用(yong)電(dian)(dian)(dian)(dian)(dian)高(gao)峰(feng)時段電(dian)(dian)(dian)(dian)(dian)力(li)(li)供(gong)(gong)(gong)(gong)應(ying)(ying)緊(jin)(jin)張(zhang),采取了有序用(yong)電(dian)(dian)(dian)(dian)(dian)措施。


  二、2021年全國電力供需形勢預測


  (一)2021年全社會用電量增長6%-7%


  2021年(nian),是我國(guo)實施“十四五”規(gui)劃開局之(zhi)年(nian)、全面(mian)建設社會(hui)主義現代(dai)化(hua)國(guo)家新(xin)征(zheng)程開啟之(zhi)年(nian)。在(zai)新(xin)的(de)(de)國(guo)內(nei)外(wai)環(huan)境(jing)形勢(shi)下,我國(guo)面(mian)臨的(de)(de)機(ji)遇與(yu)挑戰并存,綜合(he)考慮國(guo)內(nei)外(wai)經濟形勢(shi)、電能替代(dai)、上年(nian)低基(ji)數等(deng)因素,以及疫情和外(wai)部(bu)環(huan)境(jing)存在(zai)的(de)(de)不(bu)確定性(xing),預計2021年(nian)全社會(hui)用電量增(zeng)(zeng)速前高后低,全年(nian)增(zeng)(zeng)長6%-7%。


  (二)非化石能源發電裝機比重繼續提高


  預(yu)計2021年(nian)(nian)全(quan)國基建新增發(fa)電(dian)(dian)裝(zhuang)(zhuang)機(ji)容(rong)(rong)量1.8億(yi)(yi)(yi)千瓦(wa)左(zuo)(zuo)(zuo)右(you),其中非化石(shi)能(neng)(neng)源發(fa)電(dian)(dian)裝(zhuang)(zhuang)機(ji)投(tou)產1.4億(yi)(yi)(yi)千瓦(wa)左(zuo)(zuo)(zuo)右(you)。預(yu)計2021年(nian)(nian)底(di)全(quan)國發(fa)電(dian)(dian)裝(zhuang)(zhuang)機(ji)容(rong)(rong)量23.7億(yi)(yi)(yi)千瓦(wa),同比(bi)增長(chang)7.7%左(zuo)(zuo)(zuo)右(you)。非化石(shi)能(neng)(neng)源發(fa)電(dian)(dian)裝(zhuang)(zhuang)機(ji)容(rong)(rong)量達(da)到(dao)11.2億(yi)(yi)(yi)千瓦(wa)左(zuo)(zuo)(zuo)右(you),占總裝(zhuang)(zhuang)機(ji)容(rong)(rong)量比(bi)重上升至47.3%,比(bi)2020年(nian)(nian)底(di)提(ti)高2.5個(ge)百分點左(zuo)(zuo)(zuo)右(you)。風電(dian)(dian)和太陽能(neng)(neng)發(fa)電(dian)(dian)裝(zhuang)(zhuang)機(ji)比(bi)重比(bi)2020年(nian)(nian)底(di)提(ti)高3個(ge)百分點左(zuo)(zuo)(zuo)右(you),對電(dian)(dian)力(li)系統(tong)靈活性調節能(neng)(neng)力(li)的需求進一(yi)步增加。


  (三)全國電力供需總體平衡,局部地區電力供應偏緊


  預(yu)計2021年全國(guo)電(dian)(dian)力(li)(li)(li)供(gong)需(xu)總體平衡(heng)、局部(bu)地區高峰(feng)時段電(dian)(dian)力(li)(li)(li)供(gong)應(ying)偏緊(jin)甚至緊(jin)張(zhang)。分區域看(kan),東(dong)北、西(xi)北電(dian)(dian)力(li)(li)(li)供(gong)應(ying)存在(zai)富余(yu);華(hua)(hua)(hua)東(dong)電(dian)(dian)力(li)(li)(li)供(gong)需(xu)平衡(heng);華(hua)(hua)(hua)北電(dian)(dian)力(li)(li)(li)供(gong)應(ying)偏緊(jin),其(qi)中,河北和山東(dong)電(dian)(dian)力(li)(li)(li)供(gong)應(ying)偏緊(jin),通過(guo)跨省(sheng)區電(dian)(dian)力(li)(li)(li)支援,可(ke)基本保障(zhang)電(dian)(dian)力(li)(li)(li)供(gong)應(ying),內(nei)蒙古西(xi)部(bu)電(dian)(dian)網電(dian)(dian)力(li)(li)(li)供(gong)應(ying)偏緊(jin),在(zai)風(feng)電(dian)(dian)出(chu)力(li)(li)(li)銳減時,多(duo)個月份將可(ke)能(neng)需(xu)要采取有序用(yong)電(dian)(dian)措施(shi);華(hua)(hua)(hua)中電(dian)(dian)力(li)(li)(li)供(gong)需(xu)緊(jin)張(zhang),主要是湖南(nan)用(yong)電(dian)(dian)高峰(feng)時段電(dian)(dian)力(li)(li)(li)供(gong)應(ying)緊(jin)張(zhang),極端氣候情況(kuang)下(xia)湖北、江西(xi)可(ke)能(neng)出(chu)現一(yi)定電(dian)(dian)力(li)(li)(li)缺口;南(nan)方(fang)區域電(dian)(dian)力(li)(li)(li)供(gong)需(xu)緊(jin)張(zhang),其(qi)中,廣(guang)東(dong)、云南(nan)、廣(guang)西(xi)均存在(zai)較大(da)錯峰(feng)限電(dian)(dian)風(feng)險。 


  三、有關建議


  當前(qian)(qian),在國家加(jia)快(kuai)構(gou)建以(yi)(yi)國內(nei)大(da)循(xun)環為主體、國內(nei)國際雙循(xun)環相(xiang)互促進的新(xin)發(fa)展(zhan)(zhan)格局背景下,在“中國二氧化碳排放(fang)力(li)爭(zheng)2030年(nian)前(qian)(qian)達到(dao)峰值(zhi),努力(li)爭(zheng)取2060年(nian)前(qian)(qian)實現碳中和(he)”的目(mu)標(biao)要求下,一方面,電力(li)行業(ye)(ye)要保障電力(li)安全可靠供應,以(yi)(yi)滿(man)足國民經濟發(fa)展(zhan)(zhan)目(mu)標(biao)以(yi)(yi)及(ji)人民生活用電需(xu)求;另一方面,電力(li)行業(ye)(ye)需(xu)加(jia)快(kuai)清潔低碳供應結構(gou)轉型進程,實現碳減排目(mu)標(biao)。結合當前(qian)(qian)電力(li)供需(xu)形勢和(he)行業(ye)(ye)發(fa)展(zhan)(zhan)趨(qu)勢,提出(chu)如(ru)下建議(yi): 


  (一)保障電力供需平衡和安全穩定運行


  2020年入冬以(yi)來,受宏觀(guan)經濟(ji)持續(xu)回(hui)暖以(yi)及低溫寒潮(chao)天(tian)氣等多重因素疊加影響,電(dian)(dian)力消費需求快速增長,部分省份在用電(dian)(dian)高峰時段電(dian)(dian)力供(gong)應(ying)緊張,出現有序用電(dian)(dian)現象。為(wei)保障(zhang)電(dian)(dian)力安全可靠供(gong)應(ying),就電(dian)(dian)力燃料供(gong)應(ying)、電(dian)(dian)網結構、需求響應(ying)等方面(mian)提出以(yi)下建議:


  一是保障電力燃料供應。切實落(luo)實國(guo)家(jia)關于煤(mei)(mei)炭的保供(gong)穩價(jia)措施(shi)。增(zeng)加(jia)國(guo)內煤(mei)(mei)炭供(gong)應(ying),對于安全條件(jian)好且具備生產能(neng)(neng)(neng)力的煤(mei)(mei)礦,在保供(gong)的關鍵時(shi)期按(an)照(zhao)(zhao)最大產能(neng)(neng)(neng)安排生產計劃。繼續(xu)加(jia)大先(xian)進(jin)產能(neng)(neng)(neng)的釋放力度(du)(du),進(jin)一(yi)步(bu)增(zeng)加(jia)國(guo)內煤(mei)(mei)炭產能(neng)(neng)(neng)儲備,以應(ying)對經濟持續(xu)復蘇以及季節性氣候變(bian)化等(deng)對煤(mei)(mei)炭消費(fei)需求的增(zeng)加(jia)。進(jin)一(yi)步(bu)增(zeng)加(jia)進(jin)口煤(mei)(mei)配(pei)額(e)指(zhi)標(biao),允許異地報關,加(jia)速(su)(su)通(tong)關放行(xing),快速(su)(su)有效補充(chong)國(guo)內供(gong)應(ying),釋放有利于市場穩定(ding)的信號(hao)。加(jia)大電煤(mei)(mei)中長(chang)期合(he)同履(lv)約執行(xing)監管力度(du)(du),對于故(gu)意不履(lv)行(xing)或少履(lv)行(xing)電煤(mei)(mei)中長(chang)期合(he)同等(deng)行(xing)為要按(an)照(zhao)(zhao)有關規定(ding)嚴(yan)肅(su)查處。


  二是進一步優化電網運行方式,強化電網風險預控。密切跟蹤經濟(ji)走勢、電(dian)(dian)力(li)需求、天氣變化(hua)合(he)理安(an)排電(dian)(dian)網(wang)(wang)運行(xing)方式,加強電(dian)(dian)網(wang)(wang)運行(xing)方式和電(dian)(dian)力(li)電(dian)(dian)量平衡協調(diao)。推動建立跨(kua)省跨(kua)區(qu)備用輔(fu)助(zhu)服務市(shi)場,強化(hua)跨(kua)省跨(kua)區(qu)交易組(zu)織保障,充分應用跨(kua)區(qu)跨(kua)省輸電(dian)(dian)通道能力(li)。對各種情形(xing)下(xia)電(dian)(dian)網(wang)(wang)供電(dian)(dian)能力(li)進行(xing)風險評(ping)估,并根據結果制定合(he)理的解決措施。


  三是加快構建大規模源網荷儲友好互動系統。加強源網荷(he)(he)儲協(xie)同互動(dong),對電(dian)(dian)力(li)柔(rou)(rou)(rou)性(xing)負荷(he)(he)進行策略引導和(he)集中控制,充分利用用戶(hu)側資(zi)源,化解短時電(dian)(dian)力(li)供(gong)需(xu)矛(mao)盾。通過源網荷(he)(he)儲協(xie)同互動(dong)的(de)(de)整體解決(jue)方案(an),增強電(dian)(dian)網柔(rou)(rou)(rou)性(xing)調節能力(li),并基于柔(rou)(rou)(rou)性(xing)輸電(dian)(dian)技術加強電(dian)(dian)網彈(dan)性(xing),提升對特大自然災害、事(shi)故災難等極端情況的(de)(de)承受和(he)恢復(fu)能力(li)。


  (二)推進能源電力供應結構低碳轉型


  “十(shi)四(si)五”是國(guo)(guo)家構建(jian)新發展格局和能源(yuan)電力結構轉型的(de)關鍵(jian)期,為保障實(shi)現國(guo)(guo)家碳(tan)排放目標,促進電力行業(ye)低(di)碳(tan)轉型,就規劃制(zhi)定、電源(yuan)發展、用能終端等方面提出(chu)以下建(jian)議:


  一是堅持系統觀念,統籌規劃電力行業各環節有序發展。統籌考慮各類電(dian)(dian)源(yuan)中長(chang)期規(gui)劃(hua)、網(wang)(wang)源(yuan)規(gui)劃(hua)以及電(dian)(dian)力行業內(nei)部產業鏈條的緊(jin)密接續(xu),將國(guo)家(jia)清潔能(neng)源(yuan)戰略更好融入電(dian)(dian)力規(gui)劃(hua)頂層設計,推動電(dian)(dian)力規(gui)劃(hua)從供應(ying)側(ce)、輸電(dian)(dian)網(wang)(wang)向(xiang)(xiang)配網(wang)(wang)側(ce)、用戶(hu)端(duan)延伸。在用戶(hu)側(ce)和配電(dian)(dian)網(wang)(wang)緊(jin)密耦(ou)合的趨勢(shi)下,以客(ke)戶(hu)需(xu)求(qiu)為導向(xiang)(xiang),通過開展配電(dian)(dian)網(wang)(wang)差異化規(gui)劃(hua)來(lai)滿足終端(duan)用能(neng)需(xu)求(qiu)。 


  二是推動煤電發電量盡早達峰。統(tong)籌有(you)序推(tui)進煤(mei)電(dian)規劃實施,有(you)力發揮電(dian)力系(xi)統(tong)煤(mei)電(dian)保底的支撐作(zuo)用(yong)。根據區(qu)域煤(mei)電(dian)機(ji)組的特(te)點以及在系(xi)統(tong)調(diao)節中的作(zuo)用(yong)和地位,推(tui)進機(ji)組靈活性(xing)改造,加快(kuai)煤(mei)電(dian)向電(dian)量(liang)和電(dian)力調(diao)節型電(dian)源轉換。開展煤(mei)電(dian)機(ji)組延壽、相關配套政策(ce)的系(xi)統(tong)研(yan)究。


  三是保障高比例新能源消納。因地制宜發展(zhan)新(xin)能(neng)(neng)(neng)源(yuan)(yuan),綜合各地資(zi)源(yuan)(yuan)條件、電(dian)(dian)網條件、負荷水平等因素優(you)化(hua)(hua)(hua)可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)項目(mu)開發時序(xu),堅(jian)持集中式(shi)和分布(bu)式(shi)并舉開發新(xin)能(neng)(neng)(neng)源(yuan)(yuan)。持續(xu)優(you)化(hua)(hua)(hua)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)布(bu)局,風電(dian)(dian)和光伏發電(dian)(dian)進一步向中東部(bu)(bu)地區(qu)(qu)和南方地區(qu)(qu)優(you)化(hua)(hua)(hua)布(bu)局,在東部(bu)(bu)地區(qu)(qu)建立(li)多能(neng)(neng)(neng)互(hu)補能(neng)(neng)(neng)源(yuan)(yuan)體系,在西部(bu)(bu)北部(bu)(bu)地區(qu)(qu)加大風能(neng)(neng)(neng)、太(tai)陽能(neng)(neng)(neng)資(zi)源(yuan)(yuan)規(gui)模化(hua)(hua)(hua)、集約化(hua)(hua)(hua)開發力(li)度。提高新(xin)能(neng)(neng)(neng)源(yuan)(yuan)在電(dian)(dian)網的(de)滲透率,對于新(xin)能(neng)(neng)(neng)源(yuan)(yuan)消納困難的(de)地區(qu)(qu),可(ke)(ke)考慮部(bu)(bu)分60萬千瓦(wa)亞(ya)臨界煤(mei)電(dian)(dian)機組進行靈(ling)活(huo)性(xing)改(gai)造參(can)與深度調峰。加快(kuai)跨(kua)(kua)省跨(kua)(kua)區(qu)(qu)電(dian)(dian)力(li)通(tong)道的(de)建設,有效發揮(hui)大電(dian)(dian)網綜合平衡能(neng)(neng)(neng)力(li),促(cu)進新(xin)能(neng)(neng)(neng)源(yuan)(yuan)發電(dian)(dian)消納。拉大峰谷分時電(dian)(dian)價差,調動(dong)各類負荷側資(zi)源(yuan)(yuan)參(can)與系統調節,促(cu)進需求側主動(dong)響(xiang)應新(xin)能(neng)(neng)(neng)源(yuan)(yuan)出力(li)變(bian)化(hua)(hua)(hua)。


  (三)建立健全市場機制和政策體系保障電力低碳轉型


  “十四五(wu)”期(qi)間,新能源消(xiao)納、煤電(dian)轉型都將面(mian)臨更多挑戰,為保障我國電(dian)力(li)加(jia)速低碳(tan)轉型,就電(dian)價形成機(ji)制、中長期(qi)市場、現貨市場、碳(tan)市場等市場長效(xiao)機(ji)制方面(mian)提出以(yi)下(xia)建議:


  一是理順市場環境下電價形成機制。以(yi)第二輪輸配電(dian)價(jia)(jia)核(he)定為契機(ji),理順(shun)市場(chang)(chang)電(dian)價(jia)(jia)形成機(ji)制,將“價(jia)(jia)差”模(mo)式過渡到“順(shun)價(jia)(jia)”模(mo)式。總結(jie)市場(chang)(chang)電(dian)價(jia)(jia)結(jie)算(suan)經驗,研究相關措施擴大市場(chang)(chang)峰谷(gu)價(jia)(jia)差,引(yin)入(ru)容量補償(chang)機(ji)制,促(cu)進不同類型機(ji)組進入(ru)市場(chang)(chang),使價(jia)(jia)格(ge)機(ji)制滿足(zu)現貨市場(chang)(chang)要(yao)求(qiu)。


  二是加強中長期市場和現貨市場的協調。合理確定(ding)中(zhong)長期合同(tong)在現(xian)貨市場(chang)的交(jiao)(jiao)割方(fang)式及中(zhong)長期交(jiao)(jiao)易(yi)(yi)曲線(xian),促進中(zhong)長期市場(chang)和現(xian)貨市場(chang)有效銜接。盡(jin)快完善(shan)外來電、優先發購(gou)電權參與市場(chang)交(jiao)(jiao)易(yi)(yi)規(gui)則,明(ming)晰不平衡資(zi)(zi)金定(ding)義、分類以及疏導原則。進一(yi)步完善(shan)現(xian)貨市場(chang),豐富交(jiao)(jiao)易(yi)(yi)品種,特別是靈活(huo)性資(zi)(zi)源(yuan)和備用(yong)資(zi)(zi)源(yuan)交(jiao)(jiao)易(yi)(yi)品種。建立(li)容(rong)量市場(chang)或容(rong)量成本補償(chang)機制,保(bao)障(zhang)發電企(qi)業合理利益。


  三是加快和完善碳市場建設。根據碳(tan)達峰、碳(tan)中和要(yao)求,完善全國碳(tan)市(shi)場配額分配方案,科學測算全國碳(tan)市(shi)場發(fa)電(dian)(dian)行業配額總量(liang)和基準值(zhi),按(an)照煤電(dian)(dian)在電(dian)(dian)力(li)系統(tong)中的(de)功能定(ding)位,以市(shi)場機(ji)制更好發(fa)揮煤電(dian)(dian)的(de)兜底保供和靈活性調節(jie)電(dian)(dian)源作用。完善交易機(ji)制和規則,盡快發(fa)布(bu)中國核證減(jian)排(pai)量(liang)(CCER)抵消機(ji)制,推(tui)動發(fa)電(dian)(dian)企(qi)業從集團和企(qi)業層面(mian)積極(ji)參與碳(tan)交易,實現低成本減(jian)排(pai)和技術創新。
